The Korea Institute for Development Strategy (KDS) dispatched experts to perform the project preparation mission of the KOICA Project entitled, ‘Project for the Medium Term Fiscal Planning Capacity Building and Improvement of Fiscal Management E-system in Mongolia’ to Ulaanbaatar from December 6th to 12th, 2015. The team consisted of five experts: Dr.Byunghwa LEE as team leader, one expert on IT system, one expert on fiscal law and institution, two experts from PMO(Project Management Office).
The team have learnt about the macro economic circumstance and the political situation of Mongolia. Moreover, the experts had a discussion on detailed implementation plan of the project with stake-holders from the Ministry of Finance of Mongolia.
The project is scheduled from December 2015 to July 2018 with the project budget of 4million dollars. The project will set up the medium term fiscal planning laws and institutions based on Mongolia-specific environment, build capacities of the budget officials in the Government of Mongolia, and simultaneously develop the E-system of the medium term fiscal planning while providing related equipment. Contractor of the project is KDS consortium which is consisted of KDS (main contractor), Webcash Innovalue (system development) and Solutek System (equipment provision).
KDS consortium is planning to conduct fact-finding mission for practical research and analysis of the medium term fiscal planning in January 2016. The project kick-off seminar is planned to be held at Ulaanbaatar, Mongolia in the following month.
