The Korea Institute for Development Strategy (KDS) dispatched 4 experts to perform result-based management service of a KOICA Project, ‘The Project for the Las Abras Irrigation System Improvement and Rural Development in Chimborazo, Ecuador’ to Quito and Chimborazo, Ecuador in March, 2016. The KDS team consisted of 4 experts: a project manager, a local project manager, a performance manager, and irrigation specialist.


In accordance with its purpose to enhance project efficiency through local process status inspection, this business trip concluded a contract with EkoRural, the local company responsible for implementing the baseline survey and conducting monitoring. In order to select a local company, KDS measured the capacity of the local companies through its pre-visit (Jan.25~Jan.31), announced bidding of proposals, and finalized its selection based on national experts’ evaluation of the proposals. KDS and EkoRural plan on cooperatively advancing results-based management service project through future baseline survey, monitoring and other activities of the project.


In addition, the KDS business trip group visited project areas, the 3 villages(San Pablo, Josefina I, II), to confirm the irrigation beneficiary population and surface area, and cooperated in discussions of project area modifications in alignment with the R/D agreement between the KOICA office and Chimborazo government.


‘The Project for the Las Abras Irrigation System Improvement and Rural Development in Chimborazo, Ecuador’ aims to increase rural household incomes in the targeted three communities (San Pablo, Josefina I, Josefina II), through A) extension of irrigation facilities in the areas, B) organization of three self-supporting ‘model’ villages using village funds or micro finance (pilot project) and C) agricultural training and technology transfer. While KDS will manage the quality of the project, the implementing agency is scheduled to be selected this year.


 

 

* KDS in consortium with the Korea Rural Economic Institute (KREI) is carrying out the KOICA Project, ‘Integral Result-Based Management Service for Rural Development Projects in the Latin American Region*' from Dec. 2014 to Feb. 2017.

 

'Integral Result-Based Management Service for Rural Development Projects in the Latin American Region' is aimed at verifying the effectiveness and increasing the quality of the ongoing agricultural projects of KOICA in Latin American countries; i) To secure the consistency in the process of agricultural development projects in Latin American countries; ii) To create a synergy effect by sharing the knowledge and experience of each project, and increase the overall quality of the agricultural development projects in Latin American countries
