In accordance with the Record of Discussion(RoD) signed by the General Personnel Council(GPC) and the Korea International Cooperation Agency(KOICA) in December, 2014 for “The Project for the Establishment of National School for Administration(NSA) in Palestine”, the Project Management Consultant(PMC) represented by the Korea Institute for Development Strategy(KDS) in consortium with the Local Government Officials Development Institute(LOGODI) under the Ministry of Interior of the Republic of Korea initiated the Project by signing the KICK-OFF Meeting Minutes on Mar. 16, 2017 on the heels of a series of discussion on the desirable measures to be taken by the GPC and the PMC for the successful implementation on the Project.

 

The Project is aimed at strengthening of capacity of civil servants of PNA through development of continuous training program. The Project will be implemented during the period of Jan. 2017 - Dec. 2019(three years). The Project consists of three major components: Technical Assistance, Training Palestine Personnel, and Management of Project outputs and outcomes.

 

The Project will be implemented by the PMC(KDS in consortium with LOGODI) under the supervision of KOICA and in close cooperation with GPC/NSA and Local cooperation institutions. The KDS is in charge of project management and consulting while the LOGODI is responsible for capacity building of Palestinian personnel through the conduct of invitational programs in Korea.

 

The GPC and the PMC have agreed to taking necessary steps to implement the Project upon approval of KOICA Ramallah Office and Headquarters of KOICA.

 

In addition to defining the work scope of the Project, the GPC and NSA established a Project Management Team(PMT). The PMT will conduct design, implementation, monitoring and evaluation of the Project. The PMT is composed of Korean experts as well as key officials of the GPC and NSA. The PMT has arranged a tentative schedule for the implementation of the Project including a) Developing a Continuous Training System, b) Developing a Continuous Training Courses, and c) Consulting on Equipment.

 

It is expected that the successful implementation of this Project will contribute to achieving the NSA’s goal of improving the performance, effectiveness, and efficiency of PNA civil servants while promoting good governance and effective management, thereby developing administrative leadership.
