As a part of KOICA's Capacity Building Improvement and Advancement for Tomorrow (CIAT) Program, the Korea Institute for Development Strategy (KDS) conducted the 1st year training course titled 「Performance-based Public Human Resource Management System Course (Ghana)」 in Korea from 26 October to 11 November, 2017.


For the 1st invitational training, eighteen high-level officials from the  Government of Ghana including the Fair Wages and Salaries Commission (FWSC), the Public Services Commission (PSC) and the Office of the Head of Civil Service (OHCS) and other related agencies were invited to Korea. The course was aimed at 1) making an introduction to Korea's public performance management system (PMS) and personnel management system;  2) raising awareness of the importance of performance management; and 3) building an Action Plan to improve the performance evaluation system of Ghana.


Through the lectures, workshops and study visits, Ghanaian delegates had chances to experience and learn about the history of Korean economic development and the strategies of performance-based public human resource management in Korea. Especially the special lecture on 'Personnel Management Policies of the Government of Korea' by Dr. Pan-suk Kim, Minister of Personnel Management, the government officials of Ghana had a valuable opportunity to have an insight to improve the productivity of the Ghana's public service and the personnel administration policy.

    

Based on lessons learned during the course, delegates presented their action plans to the improvement of performance-based public human resource management system. Prof. Hakyung Jeong, the former chairman of the personal information protection commission (Minister level), and
Prof. Kyungbae Park, the Vice President of KDS, provided valuable comments and feedbacks during the Action Plan presentation session.

 

The 2nd year Performance-based Public Human Resource Management System Course for the government officials of Ghana will be implemented in 2018. It is expected that the 2nd invitational training program contributes to increase the productivity of public services in the Government of Ghana and strengthen the bilateral cooperation between Korea and Ghana.

 

**The 1st training program was reported on the official website of the Fair Wages and Salaries Commission (FWSC) and the major newspapers in Ghana such as 'Daily Graphic', 'The Finder' and 'Peacefmonline' before and after the training course, introducing the major purpose and achievement.
