From 25 February to 3 March 2018(7 days), "The Project for the Improvement of Lao-Korea Skills Development Institute"(hereinafter referred to as Project) team was dispatched to Vientiane, the capital city of Laos. For the project, the Korea Institute for Development Strategy (KDS), in a consortium with the Korea Chamber of Commerce and Industry (KCCI) and Human Resources Development Service of Korea (HRD Korea), take in charge of performance management sector, and in order for that, kick-off team from KDS consist of Kim, Duk Ho (Curriculum and Text Expert), Choi, Hyung Jai (Monitoring&Evaluation Expert), Moon, Geon Jin (Monitoring&Evaluation Expert), Jang, Eun Young (Monitoring&Evaluation Expert), and Jeon, Inhyoung (Project officer).

 

The project has following components, '1) Development and Consultation of Curriculum/Text Book by Korean Expert, 2) Capacity Building of Teachers and officers through invitational fellowship/Local Training Program, 3) Project monitoring focusing on Performance Management', and those are for achieving goal of 'Fostering a qualified labor force aligned with Laos industrial needs'.

 

KDS team gathered information about LAKISD in general, and also successfully discussed project issue and cooperation plan during the visit in Vientiane with Chamber of Commerce and Industry (LCCI), several business entities, andother donor agencies. In addition, by holding the workshop on performance management, KDS explained about Integrated Performance Management Framework, shared project goal in detail, and discussed PDM and its key indicators with Laos stakeholder. Another meaningful achievement was the establishment of Performance Management Unit (PMU). As PMU consisted of various members from LAKISD (1 person from manager level, 4 persons from working level), the Ministry of Labour and Social Welfare(1), and PMC(4), it is expected to be the platform for strengthening accountability in the project.

 

 ** Before the Baseline survey (projected in May 2018), KDS is now designing questionnaire, confirming research methodology/process, communicating with local parties. Moreover, along with 1st expert dispatch, KDS will be continuously monitoring the project.
