Korea Institute for Development Strategy (KDS) conducted the 3rd years' training program titled: 'Capacity Building Human Resource Development on Official Development Assistance (ODA) Management' in Korea from April 29th to May 12th as part of KOICA's Capacity Building Improvement and Advancement for Tomorrow (CIAT) Program since 2016.

 

For the 3rd year's invitational training, twenty one high-level, mid-level and working-level officials including Mrs. Sisomboun Ounavong, Director General, from the Department of International Cooperation (DIC), Ministry of Planning and Investment (MPI) were invited to Korea to join the training program.

 

The training program included four different modules such as "Fostering Effective Implementation of Development Project and National Development Plan", "Planning and Management Methods of ODA Projects", "Monitoring and Evaluation of ODA Projects" and "Country Report and Action Learning/ Action Plan". Each module included lectures, workshops and study visits to share the experience of Lao PDR and Korea in national development and ODA project management.

 

On the basis of the lessons from lectures, field trips, study visits, and extracurricular activities, Laotian delegates presented their action plans with regards to 'ODA Coordination Mechanism', 'Monitoring and Evaluation System', 'ODA Mobilization' and 'Capacity Building of Government Officials'. Dr. Chun, the President of KDS, and Prof. Chang, the professor of Kangwon National University have provided essential and applicable feedbacks during the Action Plan Presentation and Evaluation session, as Experts in the field of economic development and international cooperation, considering the current status of national development in Lao PDR and the challenges that the MPI facing in the field of ODA project management.

 

**This was the last training of a multi-year Capacity Building Program for Human Resource Development on Official Development Assistance Management ('16-'18). KDS expects the major outputs of this multi-year training program, Action Plans, to become the impulse for the MPI, proposing a Pilot Project in the future and to enhance cooperation between KDS and Lao PDR.
