As a part of KOICA’s Capacity Building Improvement and Advancement for Tomorrow (CIAT) Program, the Korea Institute for Development Strategy(KDS) has successfully run the 2nd Year Training Program titled ‘2018 Development Cooperation Capacity Building (Ghana)- Policy Building Course’ in Korea from May 10th to 19th, 2018.

For the second-year training course, 12 high-level officials from Ghanaian government including Ministry of Foreign Affairs, Ministry of Trade and Commerce and Ministry of Foods and Agriculture were invited to Korea. The course was aimed to support Ghana in achieving the goals of the Coordinated Programme of Economic and Social Development Policies (CPESDP, 2017-2024) through the sharing of Korea’s development experience and to encourage Ghana’s high-level officials to promote policy initiatives for inclusive and sustainable development.

The program consists of a series of lectures on Korea’s experience on developing diverse sectors; site visits to government and public institutions; workshops on policy formulation directions; and extracurricular activities. Lecture subjects include; policy building and implementation in stages of economic development in Korea, performance management for productivity improvement in public sector, agricultural modernization in Korea, etc.

Participants also visited Audit and Inspection Research Institute, Korea Rural Community Corporation, Korea Research Institute for Vocational Education and Training and other public institutions, given opportunities to understand the roles and functions of each institution and its achievements through trial and error for Korea’s economic development.

On the basis of the lessons from lectures and study visits, Ghanaian delegates have discussed the current issues and challenges of relevant sectors in Ghana and presented their strategies and policy initiatives for the development of Industry, agriculture, and vocational education and training in Ghana during the two sessions of the ‘Policy Formulation and Direction Workshop’. Dr. Chun, the President of KDS, and Prof. Park, the Vice President of KDS, Dr. Oh, the former President of Korea Rural Economic Institute, and Prof. Uh of the Korea University of Technology and Education have provided essential and realistic policy advice and feedback during the workshops.

**This was the last year of the multi-year training program on Development Cooperation Capacity Building (’17-’18)-Policy Building Course. KDS expects this program contributes to strengthening not only the capacity of Ghanaian high-level officials in policy formulation and implementation but also the bilateral cooperation between Korea and Ghana.
