May 5th, a KDS team (Dr. Woojin Chung, Ms. Yaya Kim, Ms. Eunji Ju / Mr. Hyeunjae Kim) visited Hanoi, Vietnam in order to discuss performance management task and begin baseline survey preparation for the Project called “Promoting Investment Market for Energy Efficiency in Industrial Sector in Vietnam” (hereinafter referred to as the Project). KDS is taking part in Performance Management in this Project which is run by a consortium of 4 (Korea Energy Agency, Energy Management Technology Ltd., Ernest&Young Korea and KDS)., and KDS is responsible for the project performance management (M&E).


During the 7 Day visit to Hanoi, from 5 to 11 Aug., the KDS team proceeded a workshop for joint performance management and laid the groundwork for baseline survey. The team visited the Ministry of Industry and Trade (MOIT) of Vietnam to share the performance goal and performance management plan, and discuss baseline survey, monitoring plans in depth. These activities are meaningful in terms of pursuing not only Outputs but Outcomes in partnership with the recipient country.


Considering the purpose of this Project, which is ‘Awareness-raising and capacity building for energy efficiency’, KDS plans to conduct baseline survey, monitoring and end-line survey throughout the whole process of the Project in order to measure the degree of capacity building of local energy audit companies and ESCOs. Hence, the KDS team shared the performance management plan with the local partner institute in detail and the baseline survey will take place in Sep.


**Taking baseline survey as a starting point, KDS will begin performance management in earnest with the cooperation of PMO(Project Management Office in Hanoi), MOIT and local performance management institute. The joint performance management is expected to bring not only objective performance measurement but also maximized effectiveness of the Project.
