(Ulaanbaatar, Mongolia) Korea Institute for Development Strategy(KDS) dispatched a KDS team consisted of Ms. Yaya Kim and Ms. Seul-A Yi to Ulaanbaatar, Mongolia, from July 22nd to 27th.. The project titled “Eco-friendly Town Development Project in Mongolia”(hereinafter referred to as “the Project”) under the supervision by Korea Institute of Advancement Technology(KIAT), has been implemented by a consortium with Korea Souther Power Co. Ltd.(KOSPO), Samwon Millennia, Busan TechnoPark, Geogeny, and Korean Foundation for Quality(KFQ). In this July trip, there were a signing ceremony for RD(Records of Discussion) between two governments(Korea and Mongolia) and also an agreement on the target beneficiary area which will be supplied renewable energy generated from the hybrid power station. Indeed, it was a big step forward for implementing the project as the 2nd year round and firming its foundation for performance management.

 

The project takes place in Nalaikh, Mongolia and aims to form an Eco-friendly town by expanding supplies of “Clean Energy”(solar and winder energy) through a hybrid-energy station. Thus, the project goal is to improve living conditions of residents and to expand opportunities for Korean companies’ participation in the project. The 1st year of the project implementation had been conducted from May to December 2017, and now the 2nd year has been operating.

 

As briefly stated above, one of the great results from this trip was that the consortium made an agreement on the final beneficiaries of the project through several meetings with NREC(National Renewable Energy Center) and the Nalaikh District. Based on the agreement, Mongolian Ministry of Energy(MOE) and KIAT have signed on the RD(Records of Discussion). In addition, the consortium has selected a contractor and visited the Salkhit Wind Farm, the first successful project of wind energy in Mongolia, for getting detailed information for general operations regarding the power station, which will be helpful for the 2nd year round of project implementation. Then, the consortium also visited the Korean Embassy and KOICA for sharing current situation of the project implementation and discussed about the way of cooperating.

 

This trip has been meaningful in two regards. The first is that all different stakeholders made a consensus on the area of renewable energy supply and secondly there was a understanding which led to an agreement by knowing each stakeholder’s and regional issue. Henceforth, the KOSPO consortium will break ground soon since the contractor has been selected for the hybrid power station and also will hold an information seminar regarding the project for all stakeholders including capacity-building training and beneficiaries in Nalaikh.

 

** With this flow of project implementation, KDS is planning to hold its own performance management workshop with all stakeholders and to conduct the 2nd baseline survey according to the changed target beneficiaries in Nalaikh. Based on the result of the baseline survey, KDS will review all the project outcomes and indicators, discuss about risk management, and conduct monitoring and performance management in cooperation with important stakeholders including the consortium.
