From October 21 to 27, 2018, Korea Institute for Development Strategy (KDS) was successfully completed the 1st kick-off trip for "The Project of Establishing Fergana Vocational Training Center in Uzbekistan (2018-2022)". It is already the 4th KOICA VTC project in Uzbekistan after Toshkent, Samarkand, and Shahrisabz. The Fergana Vocational Training Center is aimed to train technicians who are skillful and eligible for Uzbekistan industrial needs, especially in the field of Automobile, IT, Electricity, Dress-making and Beauty.


Project kick-off team was divided into two groups; 1)Project Implementation Team from the Korea Chamber of Commerce & Industry (Kim Yeong-Wook, Kwon Kyuk-Dae, Kim Min-Jae), and 2)Project M&E Team from Korea Institute for Development Strategy (Choi Hyung-Jai, Moon Geon-Jin, Jang Eun-Young, Son Sung-Kyung). They visited key institutes such as Ministry of Employment and Labor, KOICA office, City Hall and Labor Ministry in Fergana for discussing project scope, implementation method and sharing each responsibility and request. In addition, they visited Fergana project site for checking land condition, identifying provincial governance and communicating with actual counterparts.


**For forthcoming dispatch in the first half of 2019, Project Implementation Team will jointly work with Project Implementation Unit (which will be consisted of Uzbekistan experts) for developing VTC operation plan, curriculum, and text books. On the other hand, KDS Project M&E Team will conduct an environment research (in terms of labor market and vocational training), with some pilot survey on other KOICA VTCs. This will be the groundwork for measuring Fergana project performance, and furthermore seeking the way to make cooperative performance management system among Uzbekistan VTCs.
