From Jul. 15th to 21st, 2019, Korea Institute for Development Strategy (KDS), dispatched a group of experts, led by Dr. Ki-deok Shin (Vice-president, KDS), to Kinshasa, the Democratic Republic of Congo (DRC) for high-level policy dialogues and on-site dissemination for the 'Capacity Building Program for Strategic Development Policy and Fiscal Management of the DRC' sponsored by the African Development Bank(AfDB) through the Korea-Africa Economic Cooperation(KOAFEC) Fund.

  

Under the strong initiative from the Minsitry of Finance(MoF) of DRC, three policy dialogues were held at the Ministry of Planning(MoP) in the presence of His Excellency Minister of Planning, at the Ministry of Budget(MoB) in the presence of His Excellency Minister of Budget, and at the MoF with the honorable Secretary General of Finance to promote policy reflection and effective follow-up for this Capacity Building Program from the top-management.

 

On July 18th, the on-site dissemination seminar was held for about 150 participants from 9:30 AM to 5:30 PM. Ministers and deputy ministers of MoB, MoF, MoP along with the representatives from the Presidency Office of DRC, and AfDB attended the Seminar, where the video material of the Capacity Building Program on the following three topics were presented: 1) Strategic Development Policy and Resource mobilization; 2) Financial Resource Management and Tax Revenue; 3) Fiscal Management and Accounting System. The Action Plans drawn from the Invitational Training Program in Korea in October, 2018 were presented to assess the progress and share their follow-up plans after showing the video, which were followed by Q&A and discussion sessions.

 

As a wrap-up of this visit, the team have done a brief reporting at the Presidency Office of the DRC on the Program and its results as well as discussing on the follow-up plan after this visit on the Program. His Excellency, Mr. Guylain NYEMBUE, the deputy director of Cabinet at the Presidency Office of the DRC has asked AfDB and KDS for continuous cooperation and support for the development of DRC.
