Korea Institute for Development Strategy(KDS) has dispatched a team (Project Manager, Sector Expert, Project Management Team Manager and Officer) to Bishkek and Issyk-kul region in the Kyrgyz Republic for ten days, from October 9 to 18 with the purpose of conducting the 1st kick-off survey for "Organic Agriculture Policy-Implementation Support and Capacity Building Project" in the Kyrgyz Republic.

 

The main objectives of the survey were to attend the kick-off meeting among KOICA-KDS-FAO and announce project implementation plan of Project Management Consulting (PMC), to establish cooperative system with major stakeholders through meetings, and to discuss the establishment of on-site Project Management Office (PMO) and its detailed operation plans.

 

The kick-off meeting was held on October 11, with the presence of total 60 participants including the R.O.K. Ambassador to the Kyrgyz Republic, Deputy Director of the KOICA Kyrgyzstan Office, Project Manager (PM) from KDS, Deputy Minister of the Ministry of Agriculture, Food Industry and Melioration, members of Kyrgyz congress, Deputy Representative of FAO in the Kyrgyz Republic and organic stakeholders in the Kyrgyz Republic. During the meeting, the current development status of organic agriculture in the Kyrgyz Republic and the detailed implementation plan of this project were introduced. Afterward, the five break-out sessions were conducted to discuss further each project component. KDS, as PMC, shared its detailed project plan at the meeting, clarifying its role and responsibilities.

 

Also, KDS team visited and had meetings with the Ministry of Agriculture, Food Industry, and Melioration, Issyk-kul Regional Government, three pilot project sites (Teplokluchenka, Maman, and Tosor), Kyrgyz National Agrarian College, Issyk-kul State College of Agriculture, organic related organizations. As the main cooperating organizations, KDS had meetings with the Deputy Minister and Director of Organic Agriculture Development Department, and the mayor of Issyk-kul State, establishing a close cooperative system with the KDS. With two higher education institutes, KDS team sought ways to cooperate in the operation of the training courses within the project. Moreover, KDS team conducted conformity and demand surveys in three pilot project sites to understand their current statuses and demands. By interviewing the BIO-KG and Eco-made, KDS team could understood the current organic practices and organic value chain system in the Kyrgyz Republic.

 

This kick-off survey was meaningful to understand current implementation of organic practices, to establish networks and cooperative system with various stakeholders. Especially, KDS was able to build cooperative systems with piloting state and villages, interviewing mayor, heads of village and farming households.

 

KDS will conduct the following activities, such as Invitational training program for creation of the legal environment, Operation of capacity building training program to strengthen organic practice, Establishment of organic value chain, aiming to increase the income of farming households by establishing infrastructure and enhancing the marketability of organic agriculture.

 

***KDS will conduct the 2nd kick-off survey in January 2020. Incorporating the results of 1st and 2nd kick-off surveys, KDS is to carry out the on-site kick-off meeting and to open the on-site Project Management Office (PMO) in February 2020.
