Fourteen (14) high-ranking officials from the South Asian Association for Regional Cooperation (SAARC) countries – Afghanistan, Bangladesh, Bhutan, Maldives, Nepal, Pakistan, and Sri Lanka - take part in the training course: Leadership for Economic Development and Governance to be held in Seongnam City, Korea, from 18 to 29 November 2011. Entrusted by the Korea International Cooperation Agency (KOICA), the Korea Institute for Development Strategy (KDS) formulated the multi-year trainee invitation program: Economic Development Strategy for SAARC Member Nations 2011-2013. And this year the training course focused on fostering leadership for economic development and enhancing good governance was designed and organized as the 1st year program of the three-year trainee invitation program up to 2013. The purpose of the multi-year training program on Economic Development Strategy is to share knowledge and experience of Korea’s economic development, thereby contribute to strengthening development capacity of the officials from the SAARC countries. In recognition of negligence on the aspect of development leadership, governance and developmental planning institution, the training program is constructed by compounding essential elements of strategic development planning and implementation in three mutually-reinforcing perspectives: Leadership for Economic Development and Governance; Economic Development Planning and Performance Management; Establishment and Implementation of Economic Development Strategy. Highlighted the importance of political leadership and good governance, this year’s course is comprised of lectures and discussion including the themes: leadership and economic development; good governance and government efficiency; government-led development and development planning; e-government and economic development; and HRD and socio-economic development. The professional study will be complemented by field studies on UN Project Office on Governance, Anti-Corruption and Civil Rights Commission, and Central Officials Training Institute. A country study presentation and a workshop session will help develop action plan for fostering development leadership and good governance of individual countries. The extra-curricular activities, socio-cultural sub-program and site visits to the Ulsan Industrial Complex and Gyeongju historical site, will enhance the mutual understanding and foster the partnership among the participants as well as between Korea and the participating countries. Followed by this year’s program, the subsequent training courses will be developed in the coming years 2012 and 2013, enlightening the other aspects of economic development strategy: economic development planning and performance management; and establishment and implementation of economic development strategy respectively.
