Twenty (20) middle-ranking government officials from the South Asian Association for Regional Cooperation (SAARC) countries – Afghanistan, Bangladesh, Bhutan, Maldives, Nepal, Pakistan, and Sri Lanka - take part in the training course: Special Training Program for SAARC Economic Development Strategy to be held in Seongnam City, Korea, from 22 March to 7 April 2012 Entrusted by the Korea International Cooperation Agency (KOICA), the Korea Institute for Development Strategy (KDS) formulated the multi-year trainee invitation program: Economic Development Strategy for SAARC Member Nations 2011-2013. This year’s program was designed as the second year program, and it focuses on fostering capacity for Development Planning and Performance Management. The purpose of the multi-year training program on Economic Development Strategy is to share knowledge and experience of Korea’s economic development, thereby contribute to strengthening development capacity of the officials from the SAARC countries. In recognition of the need to develop national planning apparatus and performance management, the training program is constructed by compounding essential elements of strategic development planning and implementation in three mutually-reinforcing perspectives: Leadership for Economic Development and Governance; Economic Development Planning and Performance Management; Establishment and Implementation of Economic Development Strategy. Highlighting the importance of economic development planning and performance management, this year’s program is comprised of lectures and discussions including the themes: Implementation and Practice of Development Leadership - Korea's Case of Leadership in the Early Development Stage, Government-led National Development and Development Planning in Korea, Public Service System and HR Policy in Korea, Utilization of Macroeconomic Forecasting and Simulation Model, Resource Mobilization and Overall Resource Management, Development Planning and Innovative Development Planning Apparatus, Digital Budget and Accounting System, Green Growth - Paradigm Shift of Economic & Social Development Strategy, Monitoring and Evaluation of Development Plan and Strategy. The professional studies will be complemented by study visits on Bank of Korea, Korea Development Institute, Ministry of Strategy and Finance dBrain Center, National Tax Service Museum, Korea Institute of Public Administration. Country Case Study presentations and workshop sessions will help develop action plan for fostering development economic development planning apparatus and performance management of individual countries. The socio-cultural programs and field studies to the Hyundai Heavy Industry, Hyundai Motors and POSCO, along with the cultural excursion to Gyeongju historical sites, will enhance the mutual understanding and foster the partnership among the participants as well as between Korea and the participating countries. This year’s program has been enriched by the feedbacks from the precedented first year program of Leadership for Economic Development and Governance. Also, followed by this year’s program, the subsequent training courses will be developed in the coming year 2013, enlightening the other aspects of economic development strategy, the establishment and implementation of economic development strategy.
