 The Korea Development Strategy Institute (KDS), in partnership with the Korea Energy Agency (KEA) and the Korea Research Institute on Climate Change (KRIC), is implementing the “Promoting Energy Efficiency Investment Market in the Industrial Sector and Supporting the National Green Growth Action Plan (GGAP) of Vietnam.” As part of the project’s core focus on capacity building in energy efficiency (EE), a performance assessment was carried out to evaluate the impact of the related training programs.

 

To strengthen EE capacity under Korea-Vietnam cooperation, KDS jointly developed curricula for the Energy Manager (EM) and Energy Auditor (EA) training courses. Based on these curricula, eight local training sessions were conducted between Q4 2024 and Q1 2025, reaching a total of 200 trainees. The main performance indicator is the improvement in trainees’ capacity. This is being measured through self-assessment surveys and mock-tests administered by the KDS Performance Management Team. A baseline assessment was completed in 2024.

 

For this assessment process, the KDS Performance Management Team closely collaborated with local performance management partners and training institutions. Pre-coordination session was held to align on implementation strategies, followed by field-check session to identify and address potential issues. During fieldwork, close monitoring ensured full response rates and high data quality. A feedback session was later organized to collect insights and discuss ways to improve future assessments.

 

During the ninth expert dispatch, a performance assessment was conducted for the Southern EM course. All 33 trainees participated in both the mock-test and self-assessment, enabling successful data collection for evaluating training outcomes. This assessment will be expanded to cover all 200 trainees who completed the upgraded curricula. The findings will be used to evaluate the overall effectiveness of the capacity-building component, including improvements in participant capacity and the relevance of training materials. These results will also support ongoing efforts to maximize project impact.
