Korea Institute for Development Strategy (KDS) carried out High-level invitational training of Vietnam's energy efficiency in July 2025 as part of the 'Promoting Energy Efficiency Investment Market in Industrial Sector and Supporting the National Green Growth Action Plan(GGAP) of Vietnam' in partnership with Korea Energy Agency(KEA) and the Korea Research Institute on Climate Change(KRIC).
The high-level invitational training aimed to support developing detailed rules for Vietnam's Law on Energy Efficiency and Conservation amended in June 2025 and strengthening cooperation between Korea and Vietnam.
This training involved a total of 15 high-level officials including Science, Technology and Environment Committee of National Assembly, Ministry of Industry and Trade(MOIT), Ministry of Finance(MOF), etc.
Over seven days program, trainees attended courses on Korea energy conservation policy and ESCO system operation with Investment cases to examine Korea’s energy efficiency policy experiences and know-how to exploring potential application in Vietnam. Through field visits to ESCO Association and energy efficiency investment benchmark site, trainees figured out the effectiveness and current status of energy efficiency facilities and ESCO system. Trainees also developed an action plan demonstrating strong will for enhancing Vietnam energy efficiency. In addition, the invitational training have also helped building a network among Korean-Vietnamese key institutions and experts working in the field of energy efficiency.
Building on the outcomes of this program, a practitioner-level invitational training scheduled in August 2025 will invite representative trainees from energy intensive industrial sector and financial sector to further refine and implement the action plan. KDS will continue to collaborate closely with KOICA and relevant Vietnamese government agencies to contribute to the development and expansion of Vietnam's energy efficiency.
