Korea Institute for
Development Strategy (KDS), with the consortium partner TACTEEN Naeil, was
selected as the Project Management Consultancy (PMC) for ‘the Project on
Prevention and Elimination of Violence against Women for Mainstreaming Gender
into the National Development Agenda in Lao PDR’ in November 2020.
TACTEEN Naeil-KDS consortium
aims to 1) establish Counselling Center for Prevention and Elimination of
Violence Against Women (tentative name: EVAW Center) in Vientiane, the capital
city of Lao PDR, 2) develop the EVAW center operation system, and 3) build
training system of local specialized counselors for violence against women
(VAW) by 2024.
Also, the consortium plans to
establish and support the mid/long-term strategic plans for the prevention and
elimination of VAW in cooperation with UNDP and UNFPA. Furthermore, it expects
to monitor the feasibility of the effective mid/long-term strategies through
the Gender Sub-Sector Working Group, which is to be officially launched.
During the 1st expert
dispatch, the project team held the Kick-off Meeting of ‘the Project on
Prevention and Elimination of Violence against Women for Mainstreaming Gender
into the National Development Agenda’ at the Laos Women’s Union (LWU) training
center and discussed the project implementation plan and the current issues on
VAW with major stakeholders.
Additionally, The PMC team
conducted a ‘Knowledge Sharing Workshop on Capacity Development of Women’. The
workshop strengthened project awareness to the related parties and staffs of
government, universities, and the related organizations, shared about Korea’s
legal and social systems and experiences to end gender-based violence, and
sought the support model to prevent and respond to violence against women in
Lao PDR.
According to a recent study,
one in three Laotian women (30%) experienced violence at least once in their
lifetime, and 15 per cent of Laotian women suffered from physical or sexual
violence by men. As there is no integrated counselling center for VAW, it is
crucial to improve the nationwide support system of VAW.
Based on the KDS’ experiences
in the number of ODA project management and performance management and the
TACTEEN Naeil’s experiences in human rights of children and juvenile and
prevention of sexual violence, TACTEEN Naeil-KDS consortium, in cooperation
with the LWU, is expecting to enhance the support system to prevent and respond
violence against women through this project, and further empower the role and
importance of women in Lao PDR.
