Dissemination Seminar & High-Policy Dialogue for
2012 KSP with the Republic of Gabon
Introduction
The Korean delegation headed by Former Vice Minister of Gender Equality and Family, Kyo Sik KIM, paid a visit to Libreville in 17-19, February 2013 to share research outcome and provide policy recommendations with high ranked government officials and experts. Through the demand survey conducted in July-August 2012, specific research topics in the area of Small and Medium Enterprise, Tourism, Agriculture, and ICT were agreed between the Korean delegation and the Ministry of Foreign Affairs of Gabon. In November 2012, 9 government officials from Gabon visited Korea to participate in the policy practitioners’ workshop, and research draft was discussed during this visit to supplement the report. Hence, as the final stage of the 2012 KSP with Gabon, the visit was organized to share research outcome with wider range of audience and high ranked government officials to encourage the adoptation of Korean experts’ policy recommendations into Gabonese public policy.

During the bilateral meeting, Minister of Foreign Affairs, Issoze-Ngondet, expressed gratitude for Korean experts’ efforts and mentioned that the government would choose and focus on policy recommendations that are substantially applicable in Gabon. He also pointed out that government’s expectation on KSP has risen since successful execution of KSP in 2011 and wished that there would be more opportunities for knowledge sharing.
If the general overview of each sector and policy recommendation were presented during the dissemination seminar in 2011 KSP with Gabon, Korean experts proposed more detailed policy recommendation this year. Dr. Song, professor at the Jeju National University, presented an overview of an action plan for “Gabon Visit Year,” and Dr. Oh, president of the Institute of Territorial Development, presented detailed plans to develop agricultural production zone connected to land reform and to establish training institutes to train future farmers. Followed by a coffee break, Mr. Oh, a senior researcher at the P&J, proposed to create a separate agency for SME promotion and developed and presented ideal structure, function, and activities of an agency. Lastly, Mr. Chun, a senior researcher at KDS, proposed “local innovation hub” model for an IT Park developed in Gabon based on based on Korea’s IT Park development experience.
