The Korea Institute for Development Strategy (KDS) conducted a demand survey and pilot study as a part of the research and consultation activities for the 2013 KSP with the Democratic Republic of Congo(DRC).

The group of Korean experts led by Dr.Chun, Seung Hun (President, KDS) has visited Kinshasa from July 22nd to August 5th, 2013 to conduct a demand survey and pilot study. The delegation visited Minister Delegate to the Prime Minister in charge of Finance, Chief Secretary to the Prime Minister and other associated institutions such as General Directorate of Internal Revenue (DGI), General Directorate of Customs (DGDA), General Directorate of Administrative, Judicial and State Owned Property Revenue (DGRAD), and etc. in order to set the specific objective & scope of the consultation as well as to gather data and information. During the visit the two parties have reached an agreement that they are going to work together on the following sub topics under the main theme of “The Reform of Tax Administration and Tax System in the DRC” Detailed subjects are as following:

1. Reform of tax system and tax administration to support economic development of the DRC

2. Modernization of customs administration in the DRC

3. Reform of non-tax revenue administration in the DRC

The KDS and the Congolese government promised for continuous cooperation for the successful implementation of the 2013 KSP.

Upcoming events for the Project include signing of the MOU, Interim Reporting & Policy Practitioners’ Workshop, Capacity Building Training for working-level officials, and Senior Policy Dialogue & Final Reporting Workshop. The Final Reporting Workshop is scheduled to be held in the DRC in January 2014.
