[Integral Result-Based Management Service for Rural Development Projects in the Latin American Region]



The Korea Institute for Development Strategy (KDS) dispatched five experts to perform result-based management service of a KOICA Project, ‘The Project for the Las Abras Irrigation System Improvement and Rural Development in Chimborazo, Ecuador’ to Quito and Chimborazo, Ecuador in May, 2015. The KDS team consisted of five experts: a project manager, a local project manager, a performance manager, and agriculture and irrigation specialists.

 

‘The Project for the Las Abras Irrigation System Improvement and Rural Development in Chimborazo, Ecuador’ aims to increase rural household incomes in the targeted three communities (San Pablo, Josefina I, Josefina II), through A) extension of irrigation facilities in the areas, B) organization of three self-supporting ‘model’ villages using village funds or micro finance (pilot project) and C) agricultural training and technology transfer. While KDS will manage the quality of the project, the implementing agency is scheduled to be selected this year.

 

Therefore, the main purpose of this visit was to reach consensus on performance indicators and project design matrix (PDM) with primary and key stakeholders by improving their understanding of the project. Based on the agreed indicators, KDS will conduct a baseline survey of the project by October, 2015.

 

During the trip, the team has visited the area where the project will be implemented, and met the regional delegations of FAO and JICA to discuss possible ways to improve the effectiveness of the project. The team also has established a network with local CSOs (Civil Society Organizations) to facilitate the process of the pilot project, which requires close communication with the members of the local community.
