The Korea Institute for Development Strategy (KDS) conducted the PCP development mission as part of the KOICA "Formulation of Mid to Long-term projects based on KOICA’s climate action program for Sri Lanka" project in August 2024. The purpose of the mission was to share program plan draft, finalize signature project items for 2026, and prepare for the Project Concept Paper(PCP). The mission team consisted of 8 members, including PM, FM, M&E expert, PAO, and 4 sectoral experts (1 in energy, 2 in transportation, and 1 in electronic waste).
The KDS team began the schedule with a kickoff meeting at the KOICA Sri Lanka office and subsequently held the second Program Management Steering Committee (PMSC) meeting, attended by relevant government departments and chaired by the NPD. During this meeting, the team shared the climate change response program plan for Sri Lanka for 2026-2030, and proposed a roadmap focusing on an integrated, inclusive, and ecological approach to reduce greenhouse gas emissions, concentrating on three areas: renewable energy, sustainable transportation, and electronic waste management. Additionally, the team set up a Project Development Committee (PDC) and technical discussion sessions to talk about two potential signature projects, covering details such as project items, content, implementation methods, and stakeholders.
Based on the agreements reached, KDS collaborated with the partner country and local consultants to prepare two PCPs, which were finalized through an online PDC on September 10, 2024.
Furthermore, KDS began preparations for a baseline survey aimed at integrated performance management of the program. KDS worked with the local partner, Skills International, to refine the program's theory of change and logframe, detailing the survey methodology. The team also provided explanations to local sector experts to ensure a more in-depth investigation could be conducted. The baseline survey is set to take place in Sri Lanka over a month in September.
KDS plans to conduct a 4th local mission for preliminary survey of the signature projects in November and December and will continue to support Sri Lanka's climate change response through the projects.
