The Korea Institute for Development Strategy (hereafter referred to as KDS) has been conducting the ‘KOICA’s Project for Strengthening Performance Management System of the Civil Service of Mongolia’, with the aim of enhancing the efficiency and effectiveness of public administration of Mongolia since February 2023.
The primary focus is on improving the capacity of HR officers and strengthening the effectiveness of performance management system of civil service through consulting on strengthening of HRM capacity of civil servants, development of civil service training strategy and materials and establishing e-performance management system in the country.
From May 24 to June 11, 2024, using the Curriculum for Strengthening of HRM Capacity of the Government of Mongolia, developed in collaboration with the Cabinet Secretariat of Government of Mongolia and National Academy of Governance, KDS conducted in-country pilot training for 180 HR personnel from the Mongolian government and related organizations.
The pilot training was enriched with practical examples and case studies, including numerous examples from Korea’s public administration system. This hands-on approach allowed Mongolian officials to gain insights into the necessity and methods for improving their HRM policies and systems.
Looking forward, KDS plans to promote the newly developed curriculum on strengthening HRM capacity of the Government of Mongolia as part of regular training for Mongolia civil servants. In the second half of this year, two new in-country training will be conducted, incorporating feedback from the recent pilot training.
The project will continue through the end of 2025, during which KDS will remain committed to providing strategic direction and practical solutions for the advancement of Mongolia's HRM policies and practices. By reinforcing the capabilities of civil servants, KDS strives to contribute to the improvement of administrative services in Mongolia.
