The Korea Institute for Development Strategy (KDS, President Ki-Deok Shin), conducted a baseline survey over the past year to measure the performance of capacity-building missions in the field of Energy Efficiency (EE) as part of the "Promoting Energy Efficiency Investment Market in the Industrial Sector and Supporting the National Green Growth Action Plan (GGAP) of Vietnam" project. This project is executed through a tripartite consortium comprising KDS, the Korea Energy Agency (KEA), and the Korea Research Institute on Climate Change (KRIC).

 

The capacity-building in the EE sector is carried out through a multifaceted approach, including invitational training for trainers, joint development of EM (Energy Management) and EA (Energy Audit) curriculum under Korea-Vietnam cooperation, local training programs using the developed curriculum, and invitational training for EE practitioners. In the second half of 2022, invitational training for Vietnamese trainers was conducted, and the curriculum development process was completed from the first half of 2023 to the second half of 2024.

 

The key output indicator for the capacity-building task in the EE sector is the capacity improvement rates, which is directly measured through self-assessment and mock-tests. Particularly, the mock-tests are designed to assess the impact of the developed curriculum on capacity improvement, comparing baseline capacities of participants trained under the existing curriculum to those of participants trained under the new curriculum.

 

With the cooperation of local performance management partner, the baseline survey for the EM was completed in the first half of 2024. For the EA, the baseline survey was conducted by recruiting certified trainees of the existing curriculum through collaboration with local training institution. A mock-test was incorporated as a session in the training program, and through the 6th expert dispatch, the training program operation and mock test implementation processes were monitored on-site, and the results were collected. A total of 42 participants underwent the EA mock-test and additional data was collected to enable a more detailed analysis, considering the possibility that participants' skill levels could influence the results

 

 

 

Starting from the fourth quarter of 2024, local trainings applying the new EE curriculum will be conducted, targeting 200 trainees. Mock-tests and self-assessment evaluations will be conducted to these trainees, and the results will be analyzed to determine the endline values for the key indicator. The analysis results will be utilized not only for assessing EE capacity improvement rates but also for sharing outcomes with project stakeholders through a dissemination workshop and establishing follow-up management plans.
