The Korea Institute for Development Strategy (KDS), led by President Ki-Deok Shin and Project Manager Hongmin Chun, organized a team of three performance management experts and three sector experts in energy, climate change, and community development to conduct the terminal evaluation of the "ACCESS (Accelerating Clean Energy Access to Reduce Inequality)" project in Indonesia and Timor-Leste.
The ACCESS project project was implemented as a South-South and Triangular Cooperation framework, which was discussed at the Korea-Indonesia summit. It aims to enhance access to electricity and water in remote areas of Indonesia and Timor-Leste by providing tailored solar energy-based solutions, such as off-grid solar PV power plants, highly efficient solar lamp system, and solar PV water pumps. This project seeks to improve quality of life and strengthen capabilities of vulnerable social group.
KDS has been responsible for the project’s Monitoring, Evaluation, and Learning (MEL) component and carried out the terminal evaluation through on-site visits between September and October. The evaluation process involved interviews with central, provincial, local, and village governments in both countries to collect multidimensional data. Additionally, thorough inspections of project sites were conducted to assess achievement levels, identify practical recommendations, and contribute to improving sustainability.
Following the evaluation, KDS held a dissemination workshop to share the findings with key stakeholders. The workshop served as a platform to objectively review project achievements and discuss areas for improvement. Furthermore, KDS provided a recommendation checklist to UNDP, ensuring that elements critical to community safety were thoroughly addressed before the infrastructure's handover.
Moving forward, KDS plans to conduct a final dissemination workshop with UNDP to explore exit strategies for ensuring sustainability and support post-management planning in collaboration with stakeholders. Furthermore, recommendations for similar future projects will be developed to promote the dissemination of best practices from the project and emphasize the importance of continued South-South and Triangular Cooperation (SSTC)
